• VERIFICATIONS ON COMPLIANCE WITH REACH AUTHORIZATION REQUIREMENTS
The Forum’s coordinated Reach Enforcement Project (REF-9) concerning Substances of Very High Concern (SBHC) placed on the market has begun, with inspectors verifying whether the obligation holders are complying with the Reach authorization requirements.
• CHECKS ON THE EXEMPTIONS FROM THE OBLIGATION TO REGISTER SUBSTANCES RECOVERED FROM WASTE
Inspections have also been launched for a pilot project focused on exemptions from the obligation to register substances recovered from waste.

• AMENDMENT TO THE REGULATION ON PERSISTENT ORGANIC POLLUTANTS (POPs) IN RELATION TO PFOA
A new Regulation (EU) 2021/115 has been published which amends Annex I of
Regulation (EU) 2019/2021 regarding the item relating to perfluorooctanoic acid (PFOA), its salts and related compounds.
• IDENTIFICATION OF ALL SVHC SUBSTANCES COMPLETED
We also inform you that all relevant substances currently known and of extremely high concern have been identified and included in the Candidate List, which now includes 211 substances. This has achieved the goal of the SVHC 2020 Roadmap, launched by the Council of the European Union in 2013.

• REGULATION (EU) 2020/2081 – AMENDMENT OF ANNEX XVII OF REACH
Regulation (EU) 2020/2081, which will apply from 04/01/2022, introduces a new item in Annex XVII, n.75, in relation to the presence of certain substances in the inks for tattoos or permanent make-up . Specific limit concentrations are related to these substances, beyond which they cannot be contained in the inks, and specific directives are introduced regarding the labeling of the inks.

• TWO NEW SUBSTANCES ADDED TO THE CANDIDATE LIST
ECHA has added two new chemicals to the Candidate List as toxic to reproduction. The two substances are used in products such as inks or toners to make plastic and rubber tires. The List of Substances of Very High Concern (SVHC) now contains 211 substances.

• NEW SCIP DATABASE
Please note that starting from January 5th 2021 the new ECHA SCIP database was launched. To date, over five million notifications have already been received. We encourage all companies producing articles to check if their products fall within the notification obligation.

• AMENDMENTS TO ANNEXES XVII AND XIV OF THE REACH REGULATION
The European Commission has published two New Regulations amending the REACH Regulation: Regulation 2020/2096 amends Annex XVII, and Regulation 2020/2160 amends Annex XIV as regards substance group 4- (1, 1,3,3- tetramethylbutyl) phenol, ethoxylated.

• PRECURSORS OF EXPLOSIVES: REGULATION 2019/1148
On 1 February 2021 the new Regulation 1148/2019 will come into force for the provision of substances considered explosives precursors to private individuals. This Regulation repeals the previous Regulation 98/2013.

• NEXT INSPECTIONS ON NOTIFICATIONS OF DANGEROUS MIXTURES FOR POISON CENTERS
The Enforcement Forum has announced its intention to carry out inspections on the obligation of companies to notify dangerous mixtures to the notification portal for poison centers. The inspections are expected from the second half of 2022 until the middle of 2023.

• NEW SCIP DATABASE FOR ITEMS CONTAINING SUBSTANCES INCLUDED IN THE CADIDATE LIST
Starting from January 5, 2021, the obligation to notify ECHA through the new SCIP database is activated for all companies that supply articles containing substances of very high concern (SVHC) included in the list of substances of the Candidate List in a concentration> 0.1% by weight.

• DRAFT OF THE OFFICIAL RATES OF THE TURKISH REACH PUBLISHED
The Turkish Ministry of Environment and Urbanization (MoEU) has published a draft of the official tariffs for the provisions of the Turkish REACH. In fact, please note that the pre-registration deadline is approaching and the registration period should start on January 1st 2021.

• REGULATION (EU) 2020/1149: AMENDMENT OF ANNEX XVII OF THE REACH
On 4 August 2020, the Regulation (EU) 2020/1149 was published, which amends Annex XVII of the REACH Regulation and introduces a new restriction on the use of ISOCYANATES.

• REGULATION (EU) 2020/878: AMENDMENT OF ANNEX II OF THE REACH The new Regulation (EU) 2020/878 which amends Annex II of the REACH Regulation on Safety Data Sheets will be applied starting from 1 January 2021 and will repeal the current Regulation (EU) 830/2015.

• FOUR NEW SUBSTANCES TO ADD TO THE CANDIDATE LIST
ECHA has added to the Candidate List three reproductive toxic substances used in industrial processes to produce respectively polymers, coating products and plastics, and an endocrine disruptor used in consumer products such as cosmetics.
• RESTRICTION ON SKIN SENSITIZING SUBSTANCES IN TEXTILE, LEATHER, LEATHER AND FUR ARTICLES DURING SEAC EXAMINATION
The deadline for submitting comments on the draft opinion of the Committee for Socio-Economic Analysis (SEAC) on the restriction of skin sensitizing substances in textile, leather, leather and fur articles is set for 24/08/2020.
• PCN NOTIFICATIONS OBLIGATION
Starting from January 1, 2021, the obligation to notify through the harmonized PCN format will take effect for all mixtures falling within the scope of Article 45 of the CLP, for products intended for retail and professional use.

• POSSIBILITY OF DEROGATION ON THE PRODUCTION OF DISINFECTANTS
ECHA is elaborating with the Member States the possibility of requesting an authorization dictated by the current health emergency and also provided for by Article 55 (1) of the BPR in order to be able to place products with disinfectant action on the market.

• CHECKS ON THE CATEGORY OF THE DECLARED DIMENSION
ECHA will soon begin a verification campaign on the size of micro, small and medium-sized enterprises that registered chemicals between 2016 and 2019 under the Reach Regulation and benefited from reduced fees.
• NMP RESTRICTION
Starting from 9 May 2020, the restriction of 1-methyl-2-pyrrolidone, known as NMP, will apply. Due to its reproductive toxicity and high volumes, it cannot be placed on the EU market or used alone or in mixtures unless certain conditions are met.
• NEW SCIP DATABASE
As of January 5, 2021, companies that supply products that contain Candidate List substances submit information for these substances via the SCIP database.
